1. Context and purpose
The CSSF published Circular CSSF 24/862 on 9 September 2024, amending certain aspects of Circular CSSF 24/859 (2 August 2024). The purpose is to modernize the secure communication channel for the notification and execution of judicial orders, and to repeal Circular CSSF 13/566.
2. New go-live date
The production launch of the new secure channel based on the MyGuichet platform is now scheduled for 6 November 2024.
3. Technical updates — Enhanced User Guide
The circular updates Annex 1: Technical User Guide with three key steps that credit institutions must follow:
Creation of a professional space on MyGuichet: Institutions must log into the Guichet.lu portal (using LuxTrust), accept the conditions, and set up a professional space dedicated to the execution of judicial orders.
Certification of this professional space: Submit a certification request with all required information (applicant identity, institution details, contact persons, etc.), sign, and send. An email notification confirms activation.
Reception of judicial orders: Once certified, the professional space enables institutions to receive judicial orders under the “Communication” tab. Responses are provided via structured forms, with attachments if necessary. Complementary exchanges with the judicial police are handled directly within this interface. Email notifications are also sent.
4. Legal compliance
The new secure channel complies with legal requirements, in particular Article 66-5(2) of the Code of Criminal Procedure (CPP).

Digitalization of judicial processes: MyGuichet replaces “e-file” as the platform for transmitting sensitive data between the judiciary and financial institutions.
Enhanced security and traceability: The system ensures reliability, legal compliance, and secure communication.
Operational clarity: The user guide provides step-by-step instructions for institutions — creation, certification, reception, and response.
