Additional guidance for credit institutions related to specific reporting aspects

This guidance, provided by the CSSF, is designed to help credit institutions accurately complete complex supervisory reporting templates (like COREP, FINREP, LEVER, and LAREX) by offering clear instructions and illustrative examples. It reflects the latest EBA Q&As and aligns with the most recent EBA taxonomy updates. The October 2024 update marks Version 16.0 of the guidance.

What’s New in Version 16.0

1. COREP (Capital Adequacy Reporting)

  • C 09.04 template: New details on how to report the institution-specific countercyclical capital buffer (CCyB).

  • Clarifications for 'on-demand deposits', introducing clearer reporting for items like current accounts and compulsory central bank reserves.

2. FINREP (Financial Reporting)

  • F 02.00 template (Profit & Loss): New instructions on reporting interest from cash balances and central bank deposits within the context of negative interest rates.

  • Guidance on custody assets (F 22.02), clarifying how to report assets managed or held in custody for various client types—including distinctions between UCI-related holdings and other forms of client assets.

3. LAREX (Large Exposures Reporting)

  • C 27.00 template: New instructions for the correct use of LEI codes when identifying counterparties. Institutions must avoid concatenating internal codes with LEIs and properly indicate the type of code used.

  • New validation rule (V_CSSF047): Introduced in August 2024, this rule checks the validity of LEI codes in submissions. Although not required for retroactive correction, institutions are expected to align fully with this rule from December 2024 onward.

4. LEVER (Leverage Reporting)

  • C 40.00 & C 47.00 templates: Further clarity on components such as derivative exposures, off-balance sheet items, central bank exposures, and how these should feed into leverage ratio calculations.
